Commission amends Annex III Restricting Hair Dye Substances and Thioglycolic Acid


The EU Commission Regulation (EU) No 2015/1190 has announced it will amend Annex III to Regulation (EC) No 1223/2009 of the European Parliament. This Adaptation adds nine new hair dye ingredients to Annex III for oxidative and non-oxidative hair colouring purposes. These nine ingredients are: HC Blue No 17, HC Blue No 15, Acid Green 25, Acid Violet 43, 2-Methoxymethyl-p-Phenylenediamine/2-Methoxymethyl-p-Phenylenediamine Sulfate, Hydroxyanthraquinone-aminopropyl Methyl Morpholinium Methosulfate, Disperse Red, Acid Black 1 and Pigment Red 57. The Adaptation also amends the Annex III entry for thioglycolic acid and its salts to permit its use in products intended for eyelash waving up to 11% (as thioglycolic acid) in professional use products only. The Regulation was adopted on 20 July 2015 and published in the Official Journal L193/115 on 21 July 2015. The new use for thioglycolic acid and its salts applies from 10 August 2015. The provisions for the nine new hair dyes apply from 10 August 2016.
