The EU Cosmetics Regulation EC 1223/2009 restricts the preservative Phenoxyethanol to a maximum 1% concentration. Research undertaken on behalf of the French Competent Authority for cosmetic products has concluded that wipes and products for the nappy area are the primary exposure route for babies and young children. The research report concludes that phenoxyethanol should not be used in these types of products.
The findings of the report will be notified to the European Commission, and it is expected that the French competent authorities will enforce the restriction. MSL are currently unaware of timescales or whether the restriction will be expanded to other nations.
