New Restrictions to the use of HEMA/di-HEMA in nail products

An amendment to The Cosmetic Regulation (EU) No 1223/ 2009 is expected to come into force Quarter four 2020.  The amendment to Annex III restricts nail products containing 2-hydroxyethyl methacrylate (HEMA) and di-HEMA trimethylhexyl dicarbamate (di-HEMA TMHDC) to professional use only and addition of the following warnings “for professional use only” and “can cause an allergic reaction” on the packaging.

The Regulation states that:

  • From entry into force + six months products containing these substances and not complying with the conditions shall not be placed on the Union market.
  • From entry into force + nine months products containing these substances and not complying with the conditions shall not be made available on the Union market.
